How We Conduct Pre-Shipment Inspections.

A comprehensive six-stage inspection process covering quantity, quality, packaging, documentation and formal sign-off authority - conducted to AQL international sampling standards.

Inspection Scheduling and Coordination

We coordinate the inspection visit with the supplier at the point when production is substantially complete and goods are ready for final quality check.

  • Production Completion Confirmation: Confirm with the supplier that production is complete and goods are ready for inspection.
  • Inspector Assignment: Assign the appropriate inspector - either a Sino Partners team member or a trusted third-party inspection partner in the relevant manufacturing region.
  • Inspection Scope Definition: Define the specific inspection scope, sampling plan and pass/fail criteria aligned to your product specification.

Quantity Verification

Physical count verification to confirm that the quantity of goods matches the purchase order.

  • Carton Count: Count and record all cartons, pallets or containers against the packing list.
  • Unit Count Sampling: Open a statistically representative sample of cartons to verify unit counts match labelled quantities.
  • Weight and Measurement: Verify gross and net weights and outer carton dimensions against packing list data.

Quality Inspection

Systematic assessment of product quality against the approved sample and production specification.

  • Visual Inspection: Assess appearance, finish, colour, labelling and packaging against the approved sample.
  • Dimensional Inspection: Measure critical dimensions against specification tolerances using calibrated instruments.
  • Functional Testing: Test product function, performance and safety features to the extent possible in a factory inspection environment.
  • Material and Component Verification: Verify materials, components and certifications match specification requirements.
  • Defect Classification: Classify any defects found as critical, major or minor in accordance with pre-agreed acceptance criteria.

Packaging and Labelling Assessment

Verify that packaging and labelling meets your requirements and Australian and New Zealand import obligations.

  • Labelling Accuracy: Check country of origin marking, product descriptions, compliance marks and all other required labelling elements.
  • Packaging Integrity: Assess carton and inner packaging quality for adequacy of transit protection.
  • Compliance Marking: Verify presence and accuracy of required compliance marks for the destination market.
  • Barcode and SKU Verification: Scan barcodes and verify SKU accuracy where applicable.

Documentation Review

Review all export documentation before sign-off to ensure accuracy and compliance with import requirements.

  • Commercial Invoice: Verify product descriptions, HS codes, values and party details.
  • Packing List: Confirm packing list matches actual contents.
  • Certificate of Origin: Verify origin certificate is correctly issued for the applicable FTA benefits.
  • Test Reports and Compliance Certificates: Check all required product compliance documentation is current and applicable.

Inspection Report and Sign-Off Decision

Issue a detailed inspection report with findings, photographs and a clear pass or hold recommendation.

  • Detailed Inspection Report: Comprehensive written report covering all inspection areas with photographic evidence of findings.
  • Pass Decision: Formal written shipment approval issued when goods meet requirements.
  • Hold Order: Formal shipment hold issued with specific findings that must be remedied before re-inspection.
  • Corrective Action Management: Manage supplier corrective action and re-inspection where a hold has been issued.
AQL Sampling Standards

Inspections Conducted to International Quality Standards.

All inspections are conducted using Acceptable Quality Level (AQL) sampling methodology in accordance with ISO 2859-1. This international standard determines the sample size and acceptance/rejection numbers appropriate to the order size, providing a statistically valid assessment of the production batch.

  • AQL 0.65: For critical defects - those affecting safety or regulatory compliance.
  • AQL 2.5: For major defects - those significantly affecting function or appearance.
  • AQL 4.0: For minor defects - those representing slight deviations from specification.
